How did a socialist get to head the IMF? I thought the IMF was controlled by multinationals.?

I took a peace studies elective back in the eighties when I was doing my first undergrad, and as best as I can remember the IMF (and World Bank) were (if you'll pardon the jejune references) akin to Austin Powers's Dr. Evil or the Flintstones's Dr. Sinister, sitting in a board room in a volcanic lair plotting world domination. Can anybody clarify for me the truth about the IMF?
