Why Republicans want US Companies to Get Tax Breaks for Shipping Jobs Overseas?

Time and again in the US house and Senate (most recently this past session by fillibuster), the Republican party has voted against (opposed) ending tax breaks now given to US companies for shipping jobs overseas. Other than being beholden to corporations, multinationals and their US lobbying group, The US Chamber of Commerce (not to be confused with local chambers of commerce), that contribute heavily to them, what could be the reasoning behind this?
